Joyce Hakmeh

Deputy Director, International Security Programme, Chatham House

Joyce is the deputy director of the International Security Programme at Chatham House. In her role, she oversees the programme’s research agenda and leads the cyber policy team. Joyce is also the co-editor of the Journal of Cyber Policy, and a regular commentator on issues that sit at the nexus of technology, security, and geopolitics.

In addition to her regular research and writing, Joyce’s current work includes leading civil society engagement in UN cyber processes, delivering immersive simulation exercises, building cyber capacity and expertise amongst policymakers, facilitating dialogues, developing strategic approaches to tackling cybercrime, and addressing equality, diversity, and inclusion in cyber policymaking.

Previously, Joyce worked for the United Nations (UN), the International Federation of the Red Cross, and other non-profit organisations and chaired the Global Forum on Cyber Expertise (GFCE) working group on cybercrime. Joyce received her MA in International Law from SOAS, the University of London.
